Artificial Intelligence: The New Form of Power and The Redefinition of the Modern State's Character

Abstract
Artificial Intelligence (AI) has emerged as a transformative force in modern governance. As the use of AI increases in areas such as administration, security, welfare policies, economic regulation, judicial processes, and surveillance, the very nature of the state’s structure, functioning, and exercise of power is fundamentally changing. Traditional state power relied on human discretion, laws, and institutional mechanisms; however, in the contemporary era, data, algorithms, and automated systems are becoming central to decision-making processes. This research paper analyzes AI as a ‘new form of power,’ offers a theoretical and empirical examination of these changes in the modern state, and evaluates their implications for democracy, accountability, and constitutional values.
